Beneath its beautifully browned layer of creamy mashed potatoes is a rich, savory filling made with tender vegetables, herbs, and flavorful ground meat. Traditionally, Shepherd’s Pie is made with ground lamb, while a version made with ground beef is technically called cottage pie. This recipe stays close to the traditional lamb version while adding a few thoughtful touches to make the filling especially rich and the potato topping light, creamy, and golden.
What Makes a Great Shepherd’s Pie?
The secret to an excellent Shepherd’s Pie is the contrast between its two main layers. The filling should be thick and intensely savory rather than watery, while the mashed potatoes should be creamy enough to spread easily but firm enough to hold their shape.
A good Shepherd’s Pie also benefits from allowing the vegetables to cook slowly with the meat. This gives the onions and carrots time to develop sweetness while the herbs and broth create a deeply flavorful sauce.
The final touch is the oven. Baking transforms the soft mashed potato topping into a lightly crisp, golden crust while keeping the filling underneath warm and succulent.

For the Mashed Potato Topping
- 2 pounds potatoes, peeled and cut into chunks
- 4 tablespoons unsalted butter
- ½ cup milk, warmed
- ½ teaspoon salt, plus more for the cooking water
- ¼ teaspoon black pepper
- ¼ cup grated Parmesan cheese, optional

- 1 pound ground lamb
- 1 tablespoon olive oil, if needed
- 1 medium yellow onion, finely diced
- 2 carrots, peeled and diced
- 2 celery stalks, diced
- 2 cloves garlic, minced
- 2 tablespoons tomato paste
- 1 tablespoon all-purpose flour
- 1 cup beef or vegetable broth
- 1 tablespoon Worcestershire sauce
- 1 teaspoon dried thyme
- ½ teaspoon dried rosemary
- 1 cup frozen peas
- ½ teaspoon salt, or to taste
- ½ teaspoon black pepper
- 1 bay leaf
Step-by-Step Method
Step 1: Prepare the Potatoes
Start with the mashed potato topping because it can be prepared while the filling cooks.
Place the peeled and chopped potatoes in a large pot and cover them with cold water. Add a generous pinch of salt.
Bring the water to a boil, then reduce the heat slightly and cook for approximately 15–20 minutes, or until the potatoes are completely tender when pierced with a fork.
Drain them thoroughly.
Return the potatoes to the warm pot for a minute or two over low heat. This helps evaporate excess moisture and prevents watery mashed potatoes.
Step 2: Make the Mashed Potato Topping
Add the butter to the hot potatoes and mash until smooth.
Gradually pour in the warm milk while continuing to mash. Stop adding milk once the potatoes become creamy and spreadable.
Season with salt and black pepper.
For an extra flavorful topping, stir in the Parmesan cheese.
Tip: Avoid overmixing the potatoes. Excessive mixing can make them sticky and gluey rather than fluffy.
Set the mashed potatoes aside while you prepare the filling.
Step 3: Brown the Lamb
Heat a large skillet or heavy-bottomed pan over medium-high heat.
Add the ground lamb and cook for approximately 5–7 minutes, breaking it apart with a wooden spoon as it cooks.
Allow the meat to develop some browned edges instead of stirring constantly. Those browned bits add an important layer of flavor.
If there is a large amount of excess fat in the pan, carefully spoon some out, leaving enough to cook the vegetables.
Step 4: Cook the Vegetables
Add the diced onion, carrots, and celery to the lamb.
Cook for approximately 6–8 minutes, stirring occasionally, until the vegetables begin to soften.
Add the minced garlic and cook for another 30–60 seconds.
The mixture should now smell fragrant, with the onions becoming soft and slightly sweet.
