- 1 small onion, chopped
- 2 cloves garlic, minced
- 4 cups chopped cabbage
- ¾ cup uncooked white rice
- 1 can diced tomatoes, 14.5 oz
- 1 can tomato sauce, 15 oz
- 1 cup beef broth or water
- 1 tablespoon tomato paste, optional
- 1 teaspoon salt
- ½ teaspoon black pepper
- 1 teaspoon paprika
- ½ teaspoon dried thyme
- ½ teaspoon garlic powder
- ½ teaspoon onion powder
- 1 teaspoon Worcestershire sauce, optional
- 1 cup shredded cheddar cheese, optional

Step 1: Prepare the Cabbage
Start by removing any damaged outer leaves from the cabbage.
Cut the cabbage in half, remove the hard core, and chop the leaves into medium pieces. You do not need to chop it too finely because the cabbage will shrink as it cooks.
Rinse the chopped cabbage and drain it well.
This cabbage becomes the soft, slightly sweet base of the casserole. It also gives the dish the classic cabbage roll flavor.
Step 2: Cook the Ground Beef
Place a large skillet over medium heat.
Add the ground beef and cook until browned, breaking it apart with a spoon as it cooks.
When the beef is almost done, add the chopped onion and garlic. Continue cooking for another 2 to 3 minutes until the onion softens and the garlic becomes fragrant.
Drain extra grease if needed.
Cooking the beef first gives the casserole better flavor and prevents the meat from releasing too much grease into the baking dish.
Step 3: Season the Beef
Add salt, black pepper, paprika, garlic powder, onion powder, thyme, and Worcestershire sauce to the cooked beef.
Stir well so the seasoning coats the meat evenly.
If you like a deeper tomato flavor, add one tablespoon of tomato paste and cook it with the beef for about 1 minute.
