Prep the oven: Preheat to 400°F (200°C) and line a baking sheet with parchment paper.

Make the base: In a large bowl, whisk together flour, brown sugar, baking powder, cinnamon, nutmeg, and salt. Cut in the cold butter with a pastry blender (or fork) until crumbly.

Mix wet ingredients: In a separate cup, whisk milk, egg, and vanilla. Stir into the flour mixture until just combined. Fold in the chopped apples.

Shape fritters: Scoop ¼-cup portions of batter onto the prepared baking sheet.

Bake for 11–12 minutes, or until a toothpick inserted in the center comes out clean. Transfer to a wire rack.

Glaze & broil: Preheat the oven’s broiler. Whisk together confectioners’ sugar, milk, and vanilla until smooth. Brush fritters with glaze, then broil for 1–2 minutes, until bubbly and golden.

Cool slightly before serving warm.
