For the Mashed Potato Topping

  • 3 cups prepared mashed potatoes
  • 2 tablespoons butter, melted
  • ¼ cup shredded cheddar cheese
  • 2 tablespoons milk, if needed
  • Salt and pepper to taste

For Assembly

  • Cooking spray or a little butter for greasing the muffin tin
  • ¼ cup shredded cheddar cheese, optional, for the tops
  • Fresh parsley, optional, for garnish

Step 1: Prepare the Muffin Tin

Begin by preheating your oven to 400°F (200°C).

Lightly grease a standard 12-cup muffin tin with cooking spray or butter. Make sure to coat the sides and bottoms well because the filling can become sticky as it bakes.

Set the prepared pan aside while you make the filling.

Step 2: Brown the Ground Beef

Heat the olive oil in a large skillet over medium heat.

Add the ground beef and cook for approximately 5–7 minutes, breaking it apart with a wooden spoon as it cooks. Continue until the beef is browned and no longer pink.

If there is a large amount of excess fat in the skillet, carefully drain it before continuing.

The browning step is important because it gives the meat a deeper, more savory flavor than simply simmering it.

Step 3: Add the Aromatics

Add the diced onion to the skillet and cook for about 3 minutes, or until it begins to soften.

Stir in the minced garlic and cook for another 30–60 seconds. Be careful not to let the garlic burn.

At this point, your kitchen should already start smelling like a comforting homemade dinner.

Step 4: Build the Shepherd’s Pie Filling

Add the tomato paste, flour, thyme, rosemary, salt, and black pepper to the skillet.

Stir everything together and cook for about 1 minute.

The flour helps thicken the sauce, while the tomato paste contributes a subtle richness and depth of flavor.

Slowly pour in the beef broth while stirring continuously. Add the Worcestershire sauce and continue mixing until everything is well combined.

Bring the mixture to a gentle simmer.

Step 5: Add the Vegetables

Stir the frozen peas and carrots into the beef mixture.

Let everything simmer for approximately 5–7 minutes, stirring occasionally, until the sauce thickens and the vegetables are heated through.

The filling should be moist and cohesive, but not watery. If it looks too loose, allow it to simmer for another minute or two.

Remove the skillet from the heat and let the filling cool slightly.

Step 6: Prepare the Potato Topping

Place the prepared mashed potatoes in a bowl.

Stir in the melted butter and shredded cheddar cheese. If the potatoes seem especially thick, add a tablespoon or two of milk until they become smooth and easy to spread or pipe.

Taste and adjust the seasoning with a little salt and pepper if necessary.

For an especially attractive finish, you can transfer the mashed potatoes to a piping bag fitted with a large star tip. If you don’t have a piping bag, a spoon works perfectly well.
