Ground Beef Philly Casserole

If you love the flavors of a classic Philly cheesesteak but want something cozy, simple, and easy enough for a weeknight dinner, this Ground Beef Philly Casserole is a perfect choice. It combines seasoned ground beef, tender onions and bell peppers, creamy sauce, and plenty of melted cheese in one hearty baked dish.

Instead of thinly sliced steak, this casserole uses ground beef, making it budget-friendly and quick to prepare. The vegetables add sweetness and texture, while the cheesy topping turns everything golden and bubbly in the oven. Served with a simple salad or roasted vegetables, it makes a satisfying family meal.

Why You’ll Love This Casserole

  • Easy to prepare: Most of the cooking happens in one skillet before the casserole goes into the oven.
  • Family-friendly: The combination of beef, cheese, and mild vegetables is comforting and familiar.
  • Budget-conscious: Ground beef is an affordable alternative to traditional steak.
  • Make-ahead friendly: You can prepare the filling ahead of time and bake it when you’re ready.
  • Perfectly cheesy: A generous layer of melted cheese gives the casserole its signature finish.

Ingredients

For the Beef Filling

  • 1 ½ pounds ground beef
  • 1 medium yellow onion, thinly sliced
  • 1 green bell pepper, thinly sliced
  • 1 red bell pepper, thinly sliced
  • 2 cloves garlic, minced
  • 1 tablespoon olive oil, if needed
  • 1 teaspoon Worcestershire sauce
  • 1 teaspoon Italian seasoning
  • ½ teaspoon smoked paprika
  • ½ teaspoon salt
  • ¼ teaspoon black pepper

For the Creamy Sauce

  • 4 ounces cream cheese, softened
  • ½ cup sour cream
  • ½ cup beef broth
  • 1 tablespoon Worcestershire sauce
  • 1 teaspoon Dijon mustard

For the Topping

  • 1 ½ cups shredded provolone cheese
  • 1 cup shredded mozzarella cheese
  • ½ cup shredded cheddar cheese

Step-by-Step Method

Step 1: Prepare the Vegetables

Start by slicing the onion and bell peppers into thin strips. Keeping the vegetables relatively thin helps them soften quickly and allows their flavors to blend naturally with the beef.

Mince the garlic and set all the vegetables aside.

Step 2: Brown the Ground Beef

Heat a large oven-safe skillet over medium-high heat. Add the ground beef and cook for about 6–8 minutes, breaking it apart with a wooden spoon as it cooks.

Continue cooking until the beef is browned and no longer pink.

If there is a large amount of excess grease in the skillet, carefully drain some of it. Leave a small amount behind because it helps flavor the vegetables.

Step 3: Cook the Peppers and Onions

Add the sliced onion and bell peppers to the skillet with the beef. Cook for approximately 5–7 minutes, stirring occasionally.

The vegetables should become tender while still retaining a little texture.

Add the minced garlic during the final minute of cooking and stir until fragrant.
