On one side, you get the savory, cheesy, beef-and-pepper richness of a Philly cheesesteak. On the other, the cozy, mashed-potato-topped baked structure of shepherd’s pie. The result is a hearty, layered casserole that’s perfect for family dinners, meal prep, or whenever you want something warm, filling, and deeply satisfying.
This dish replaces the traditional lamb filling of shepherd’s pie with thinly sliced beef and cheesesteak-style vegetables, then tops everything with creamy mashed potatoes instead of a hoagie roll.
Ingredients You’ll Need
For the filling:
- 1 lb thinly sliced beef (ribeye, sirloin, or shaved steak)
- 1 tablespoon olive oil
- 1 medium onion, sliced
- 1 green bell pepper, sliced
- 1 small red bell pepper (optional, for sweetness and color)
- 2–3 cloves garlic, minced
- 1 teaspoon Worcestershire sauce
- Salt and black pepper to taste
- 1 tablespoon flour (optional, for slight thickening)
- ½ cup beef broth
- 6–8 slices provolone cheese (or shredded mozzarella/cheddar blend)
For the mashed potato topping:
- 2 lbs potatoes (Russet or Yukon Gold)
- 4 tablespoons butter
- ½ cup milk or heavy cream
- Salt to taste
- Optional: ¼ cup cream cheese for extra richness
Step-by-Step Method
1. Prepare the mashed potatoes
Start by peeling and cutting your potatoes into even chunks so they cook uniformly. Boil them in salted water for about 15–20 minutes, or until they are fork-tender.
Drain the potatoes well, then mash them while still hot. Add butter, milk, salt, and optionally cream cheese. Whip until smooth and creamy, but not watery. Set aside while you prepare the filling.
2. Cook the beef
Heat olive oil in a large skillet over medium-high heat. Add the sliced beef and season with salt and pepper. Cook quickly—just until browned on the outside. Since the beef is thin, it will cook fast.
Remove the beef from the pan and set aside. This prevents it from becoming tough while you cook the vegetables.
